First, a little background information. In June 2003 Dwaine applied for a Foreign Service Officer position with USAID which stands for the US Agency for International Development. Within the US govt there are 2 types of Foreign Service personnel; those who work in embassies and those who work for USAID. This agency is responsible for assisting developing countries in several ways. Such as through democracy building, education, And, finally, it makes it pretty clear that this was a probe of our domestic air security. This not surprising; it does demonstrate how we must remain vigilant and how we cannot allow those who would use our terror being politically incorrect to prevail. These men had expired visas and had been behaving in a way that was clearly indicative of nefarious purposes. They should have been arrested and held until such time as we became convinced of their innocence. HIV/AIDS and Health, agriculture, etc. They are the ones running the reconstruction in Afghanistan and Iraq. They also work in about 60 other countries. A Foreign Service Officer/Education Officer (Dwaine’s position) oversees all USAID education activities in the country in which we will live. This typically means working with ministries of education in those countries to help shape their educational future. It also means monitoring the work of contractors as they carry out educational projects, such as improving the quality of or access to education. For much of the past 10 years Dwaine has worked on USAID projects as a contractor and is now looking forward to overseeing them.
